Wanted: A New Generation of Farmers and Ranchers

There's a "help wanted" sign going up in rural America. A congressional committee today is scheduled to consider a plan sponsored by Minnesota Rep.Tim Walz (DFL-Rochester) to attract a new generation of farmers and ranchers. He says it's designed to address obstacles to those trying to get into the business.

“We're seeing an aging population. We're seeing the barriers to entry into agriculture continuing to grow, whether it be high land costs, production costs or some of the risk factors that are included. There’s the fact that it takes a while to get your feet under you to weather the proverbial bad storm that comes with farming and ranching.”

The "face of agriculture" is changing, as many producers reach retirement. And, if we want to keep young people on the land, Walz believes we need to help them get started. His plan, which includes training programs for new farmers, would be part of the new farm bill under construction in Congress.

Traci Bruckner with the Midwest-based Center for Rural Affairs says it's crucial to provide opportunities and incentives to get new blood into the profession.

“In 1978, we had 350,000 farmers that were 35 years or younger. In the 2002 census, we only had a little over 70,000 farmers in that age bracket. And so, we're at an interesting crossroads where we're seeing the farming population age, and we really need to have some innovative policies that work to usher a new generation of farmers and ranchers on to the land.”

Walz's plan includes a loan program to encourage land transfers from retiring to new farmers. The provision is scheduled before the House Agriculture Conservation Subcommittee on Credit, Energy and Research.
