Skid Row "Real Life" Lessons for CA

A homeless man taps his cigarette ash onto the sidewalk of Los Angeles' Skid Row and he gets a ticket for littering. He doesn't have the money to pay the fine and ends up in jail. Those who work with the homeless say it's part of the city's long-running campaign to move people out of the area to make room for building expensive condos. Pete White with the L.A. Community Action Network says Skid Row is not alone. He points out that the scenario is taking place all over the state in the name of "economic development."

"We understood early on, this is like a war on the poor. And like most wars, it's about real estate, it's about land, it's about moving people off the land."

Mayor Villaraigosa says crime is down 46 percent on Skid Row because of stepped up policing. But White argues that's not the solution for curing homelessness because all it does is shift the population to jails at taxpayer expense, and move people to other areas of town and the state, where they're still homeless.

White believes ending homelessness needs to be about housing, not turning the homeless into "criminals."

"How can you talk about homelessness and not talk about housing at the same time? How you can not talk about the housing market? How can you not talk about the market diving and folks going bankrupt?"
