Democrats React to Gov. Walker’s State of the State Message

MADISON, Wis. – In the fourth State of the State address of his term, Governor Scott Walker Wednesday said both Wisconsin's budget and its economy are in dramatically better shape than when he was first elected in 2010.

He called for a special legislative session to cut taxes, including reductions in income and property taxes totaling $504 million.

Assembly Minority Leader Peter Barca says instead of cutting revenue, the state should be investing in job creation and education.

And he says the proposed tax cuts would actually bring the state's growing structural deficit to $800 million.

"The last thing I would think that most Wisconsinites would want is to once again return to the conditions that the governor used to divide our state and cause massive disruption in people's lives," says Barca, a Democrat from Kenosha, says.

Walker's tax-cutting proposal is based on $912 million in unexpected state tax revenue reported by the legislative budget office.

Even fellow Republicans say getting the governor's tax-cut plans through the Legislature won't be easy.

Senate Majority Leader Scott Fitzgerald of Juneau admits he doesn't have the votes to pass the plan now, and says compromises would have to be made to change that.

Another main theme of the speech was jobs.

Walker said he wants to spend an additional $35 million to train workers for jobs in manufacturing and computers.

Barca counters that Democrats think all the administration has really done is talk about jobs.

"The laws passed in this capital during the three years under Governor Walker and Republicans have not created jobs,” he contends. “Wisconsin has fallen from 11th in the nation to 37th in job creation."

Barca points out that Republicans also have cut 30 percent of state funding to technical colleges, which he calls some of the most valuable institutions in the state in a time of high unemployment.

He says Democrats want 2014 to be a year of action for the middle class in Wisconsin.
