Report Ranks Arizona 21st in U.S. in Caring for Seniors

PHOENIX - Arizona does not rank among the top states in a report from AARP that considers several aspects of care and quality of life for older adults, people with disabilities and family caregivers.

The State Scorecard on Long-term Services and Supports ranked the Grand Canyon State 21st in the nation.

David Mitchell, state director of AARP Arizona, said the study considers affordability and access, quality of life and quality of care, and also support for family caregivers. Mitchell said the hope is that the data is useful in comparing services among states.

"As we have a scorecard, it helps people make decisions," he said. "If a person needs to go to a long-term care facility, we want to make sure that that scorecard is there, so they can make appropriate decisions."

Mitchell said the scorecard also helps AARP Arizona determine which issues are most important to focus on through its work with state lawmakers.

Susan Reinhard, senior vice-president at AARP's Public Policy Institute, said the top-ranking states - Minnesota, Washington, Oregon, Colorado and Alaska - have implemented laws and policies that support family caregivers and build a stronger safety net for Medicaid recipients.

Since America's senior population is expected to double by 2030, Reinhard said, help for caregivers will become even more important.

"We have to be able to support family caregivers now and in the future," he said, "because they are the ones that are doing the work."

The report concludes that Arizona can improve its ranking with laws and policies that include paid sick leave to give family caregivers more flexibility, and allocating more Medicaid dollars to home and community-based services, which are less expensive than placing people in nursing homes.
