PHOENIX - Arizona places 15th in the U.S. in a new report ranking states on energy efficiency.

Jeff Schlegel, Arizona representative at the Southwest Energy Efficiency Project, says the State Energy Efficiency Scorecard from the American Council for an Energy Efficient Economy (ACEEE) ranks states based on several factors.

"They look at a number of different factors," he says, "including utility programs, building codes, appliance standards, state energy-efficiency policies, transportation and other criteria."

Schlegel says Arizona can serve as a model for Nevada, New Mexico and Utah, which rank 29th, 25th and 23rd respectively in the report.

Massachusetts and California rank first and second, while several states are tied for third place.

Schlegel says Arizona does especially well in the category of utility policies and programs. He says the state's main utilities - including Arizona Public Service (APS), Salt River Project (SRP), Tucson Electric Power and others - have done a good job of offering their customers incentives to use more energy-efficient appliances.

"The utilities have offered very effective programs to their customers and they've worked with their customers to save energy," says Schlegel. "Things like having an assessment in your home and doing insulation, but also working with businesses on their lighting, heating and cooling, and ventilation."

As the November 4 midterm election approaches, Schlegel encourages voters to support candidates who favor energy-efficiency policies in areas such as building codes, and laws requiring utilities to save a certain amount of energy.
