A Clearer View of Minnesota's Low-Income Children

ST. PAUL, Minn. - When it comes to the well-being of kids across the state and the country, a new report finds the basic data on poverty isn't enough and a deeper look is necessary.

The government has been calculating poverty the same way for a half-century, but several years ago the U.S. Census Bureau created what's called the Supplemental Poverty Measure.

Elaine Cunningham, director of outreach with Children's Defense Fund-Minnesota, says it's a better indicator of how kids are doing because it considers various social programs, like SNAP benefits.

"Which is our food program, you know - housing, anything that they use for helping with utility costs, all of those programs that help families with those kinds of basic needs," says Cunningham. "It takes into account the effects of those programs in measuring how families are doing."

Because of those safety net programs and policies, the report from the Annie E. Casey Foundation concludes that childhood poverty in Minnesota is reduced from 22 percent to 10 percent.

Cunningham notes the Supplemental Poverty Measure also shows a more accurate picture of childhood well-being because it takes into account regional cost-of-living variations along with the impact of two key tax credits for low-income families.

"The Earned Income Tax Credit and the Child Tax Credit, that also goes into that measurement and that really decreases the number of kids that would actually fall below the poverty line," Cunningham says.

Cunningham adds the Supplemental Poverty Measure not only provides a better view of how kids are doing, but also gives better insight into the effectiveness of those programs aimed at helping low-income families.
