Minnesota's Expansion Pays Off as Medicaid Turns 50

ST. PAUL, Minn. - It's a celebration today nationwide as Medicaid turns 50 years old, and in Minnesota it's positive impact on health has never been greater.

With the Medicaid expansion allowed under the Affordable Care Act, the number of people enrolled in Medical Assistance and Minnesota Care grew by about 260,000 last year to top one million. Seth Boffeli, communications director with AARP Minnesota, says nearly 4 percent of the new enrollees were older adults, aged 50 to 64.

"That's a group that we at AARP are particularly concerned about just because you have a lot of low-income folks there who have high medical needs, which means more expensive insurance," says Boffeli.

Boffeli notes the new enrollees are seeking out preventative care and are healthier than expected, and that's helped the state save $650 million on this year's Medicaid budget.

"Part of that comes from a new provision where we're now negotiating which health plans are going to serve our Medicaid population," says Boffeli. "But $200 million of that savings came from lower than anticipated health care costs."

Today is also the 50th anniversary of Medicare, which provides health coverage for more than 800,000 Minnesotans.
