Plan Pending to Save Mainers $870 Million in Energy Costs

AUGUSTA, Maine - A three-year energy efficiency plan is pending that could save Maine consumers and businesses nearly a billion dollars in energy costs.

Former Public Advocate Stephen Ward says the plan, which was adopted last week by Efficiency Maine's Board of Trustees, will help Maine homes and businesses reduce their energy bills through investments in efficiency equipment and improvements such as more efficient lighting and increased insulation.

"That's $870 million that doesn't have to be spent on energy supplies for heating homes and lighting businesses, but instead will be available for other uses," says Ward. "That's a big help in terms of stimulating the Maine economy."

Opponents say the program creates free riders who get a benefit from the government for purchases they would make anyway. Ward says many families and businesses simply could not afford to make efficiency upgrades without the program's rebates. That's one reason he says it has had broad support from lawmakers for three decades.

Ward says for every $100 Efficiency Maine invests in these programs, there are more than $400 in savings, which he says can help businesses when it comes to the bottom line.

"An important part of this program has been to help businesses in Maine, paper companies, manufacturers, shoe shops," says Ward. "Compete effectively with businesses outside of Maine, that have a lower energy bill."

He says the program helps low-income families by providing high-efficiency light bulbs free of charge at food pantries, and with big-ticket items, too.

"Last year, there was a very effective program to replace high-emitting furnaces, oil furnaces, with safer and more efficient furnaces," says Ward. "Those are examples of investments that many families, particularly low-income families, simply do not have the cash at the end of the month to make themselves."

The plan must be approved by the Public Utilities Commission.
