Tax Cuts Wrong Strategy to Boost Jobs?

PHOENIX - A bill advancing in the Arizona House of Representatives will help businesses create new jobs by cutting taxes, according to backers of the legislation entitled "Arizona's Job Recovery Act" (HB 2250). Advocates for education, health care and social services see it differently, however. They say the plan would only deepen the state's budget hole.

Dana Naimark, director of the Children's Action Alliance, testified at a hearing on the bill as a representative of the Arizona Budget Coalition, made up of 50 social service and labor groups. Naimark says the strategy outlined in the legislation has been tried before.

"We've had 20 years of nonstop tax cuts in this state and there's nothing we can point to, to show that those tax cuts have made a significant difference in diversifying our economy or strengthening it, or making Arizona number one on a list for business relocation."

House Speaker Kirk Adams says the first step in fixing the state's budget problems is cutting taxes to help businesses rebound from the recession. Naimark's coalition is convinced that it takes more than low taxes to attract new jobs. She says businesses also place a high value on the quality of life in an area, which she says is declining in Arizona because of budget cuts.

"We know that executives want to live somewhere where they have amenities and where their children can go to good-quality schools; and where they will have a skilled, stable workforce – not only today, but for tomorrow. Those are all things that require some public investment."

Many business groups are supporting the tax-cut bill, although others – including the state Chamber of Commerce and the Arizona Manufacturers Council – are remaining neutral.
