<description><![CDATA[Texas Tries to Bring Constitutional Right to Privacy to Digital Age AUSTIN, Texas - The Texas Senate is expected to vote today on a bill that supporters say will help preserve privacy in the digital age.

One part of the legislation, <a href="http://openstates.org/tx/bills/83/SB1052/" target="parent">Senate Bill 1052</a>, would require law enforcement to secure a probable-cause warrant before using cell-phone tracking technology to follow suspects or get location information.

"Right now, there's a loophole in the way that warrants work in Texas," said Matt Simpson, policy strategist for the ACLU of Texas, "Detailed information about where, say for example, I've been based on what cell phone towers my phone uses while I move around could be gotten with a secret subpoena by law enforcement, directly from a cell phone company."

The bill also would require a probable-cause warrant for law enforcement to access the content of email messages from cell phones or Internet service providers.

Fishermen use these drift gillnets to catch swordfish and thresher sharks, but Ashley Blacow, Pacific policy and communications manager for Oceana, said they also catch other creatures that either drown or are tossed overboard.

"They're a non-selective type of fishing gear that end up entangling many different species of marine life that travel through the open ocean like blue shark, striped marlin, dolphin, ocean sunfish and even large whales," Blacow said.

<description><![CDATA[Olive Branch on Medicaid Expansion DES MOINES, Iowa - An expensive special session of the Legislature may not be needed after all since Governor Terry Branstad has now said he might be open to expanding Medicaid if he can be confident the federal government won't back out on its assurance to pay most of the additional cost. 

Anthony Carroll with AARP Iowa thinks this might just be the olive branch necessary to break the year-long legislative logjam over expanding Medicaid to cover more low-income Iowans. He said there are deadlines fast approaching, so decisions about the governor's state-run option or expanding Medicaid have to be made now.
