<description><![CDATA[Funding Cuts Hit Medical Research - Patients May Suffer the Consequences INDIANAPOLIS - When Congress passed the "sequester" cuts as part of the Budget Control Act of 2011, across-the-board reductions were imposed on a number of agencies. The National Institutes of Health lost five percent of their budget, about $1.6 billion.

<description><![CDATA[Children's Advocates Upset by Cuts to New Indiana DCS Budget  INDIANAPOLIS - As legislators work to finalize Indiana's budget for the next two years,  Senate Appropriations Committee Chairman Luke Kenley, R-Noblesville, has cut proposed Department of Child Services increases by $10 million.

Some of the money would be used for pay raises to slow caseworker turnover. Cathy Graham, executive director of IARRCA (Indiana Association of Residential Child Care Agencies) - an Association of Children and Family Services - said turnover is slightly more than 20 percent for caseworkers, which makes it tough on children in the system.

The contract guarantees that Indiana Gasification, a Leucadia subsidiary, will save natural gas customers $100 million  at the end of the 30-year contract term. The Small Business Administration and AARP are hosting two events later this month to help so-called "encore entrepreneuers."

Gail Gesell, SBA's Indiana director, said an April 29 seminar will focus on getting business start-up money. Included will be "various sources of business funding, how to prepare for obtaining a business loan from a bank or other financial institution, and sources of business planning assistance," she said, "because people really need to be prepared before they go to ask for a loan."

<description><![CDATA[Buckling Up Best for Moms-To-Be  INDIANAPOLIS - Expectant mothers worry that having a seat belt buckled could damage their unborn child in a crash, but a new <a href="http://www.ajog.org/article/S0002-9378%2813%2900227-5/abstract" target="parent">study</a> finds that not wearing a seat belt actually increases the chances of losing the pregnancy, more than if the mother is restrained. 

According to Brandi Thompson with the group "Safe Kids USA" the best way to protect the unborn child is to protect the mom-to-be, although she noted there is a right way and a wrong way to put on a seat belt when you're pregnant.

<description><![CDATA[Hoosier Lawmakers Propose Drug Testing TANF Recipients INDIANAPOLIS - A proposal to require screening and drug-testing of applicants and recipients of Temporary Assistance for Needy Families (TANF) isn't worth the cost, estimated at $1.2 million in its first year, according to one Hoosier organization.

When Florida instituted a similar law, said David Sklar, director of government affairs for the Indianapolis Jewish Community Relations Council, only 1 percent to 2 percent of recipients failed the drug test. A couple of years ago, he said, Indiana decided to drug-test people applying for Workforce Development job-training assistance.

<description><![CDATA[Indiana Bucking A Trend Of Declining Cancer Screenings INDIANAPOLIS - The American Cancer Society, along with cancer experts across the nation, has promoted preventive cancer screenings as a way to cut cancer death rates, especially for breast, colon and prostate cancer but, nationwide, over the last decade the number of people seeking those screenings has dropped.  

Chuck Reed with the American Cancer Society thinks part of the reason is confusion.

In 2009, says June Lyle, AARP state director, 1.3 million Hoosiers provided unpaid care in their homes at a value of $9.4 billion.

The average American will spend a little more than $700 on the holidays this year, between gifts and decorations, according to the National Retail Federation. 

However, with nearly two in five households living paycheck to paycheck, often that's money they don't really have, warns Ellen Harnick, senior policy counsel at the Center for Responsible Lending.

<description><![CDATA[Whooping Cough Cases on the Rise INDIANAPOLIS - An increase in cases of <a href="http://www.in.gov/isdh/22191.htm" target="parent">whooping cough</a>, or pertussis, has been seen in many states this year, including Indiana. More than 300 Hoosiers have been diagnosed so far, while Minnesota has seen more than 4000 cases.

<description><![CDATA[Survey: Duke Energy Ratepayers Don't Want to Pick Up the Edwardsport Tab INDIANAPOLIS &#8211; Under a proposed settlement by Duke Energy, consumers would pick up more than a billion dollars in cost overruns for the Edwardsport coal gasification plant. 

Kerwin Olson, executive director of the Citizens Action Coalition, says the settlement before Indiana regulators also fails to address unethical behavior by Duke and state officials throughout the project.

"One of the main problems with the settlement is that it allows the IURC (Indiana Utility Regulatory Commission) to ignore the issues of concealment and fraud and gross mismanagement and also improper communication and undue influence on the part of Duke Energy &#8211; if they approve the settlement as written &#8211; and essentially makes those charges disappear."

The coalition, in conjunction with the Sierra Club, Save the Valley and Valley Watch, released <a href="http://www.sierraclub.org/pressroom/downloads/100_232_Edwardsport_IGCC_Plant_whitepaper.pdf" target="parent">a study</a> on the Edwardsport project, demanding an investigation, with an eye to preventing further corruption. <description><![CDATA[Survey Finds Dangerous Toys Remain on Store Shelves INDIANAPOLIS - Toys that make loud noises, contain high levels of toxic substances, or have small parts that pose a choking risk are the focus of this year's <a href="http://arizonapirg.org" target="parent">"Trouble in Toyland" report</a> from the Public Interest Research Group Education Fund. 

Monica Flores with PIRG says toys made to look like food are of special concern. There's a government standard prohibiting the smallest toy parts for kids under age three, but Flores says there&#8217;s a simple test that can be done at home.
