<description><![CDATA[Conflict of Interest Questions in Rockport Gas Plant Bill INDIANAPOLIS - Conflict-of-interest questions are being raised about two Indiana state lawmakers who've made changes to a Rockport gas plant bill intended to protect natural gas customers from paying for possible losses from an Indiana state contract with Leucadia National Corporation. 

The contract guarantees that Indiana Gasification, a Leucadia subsidiary, will save natural gas customers $100 million  at the end of the 30-year contract term. <description><![CDATA[Plenty of Midwest Power &#8211; With Nowhere To Go INDIANAPOLIS - The way electric transmission lines are built needs to change, to take advantage of abundant wind power in the Midwest and Great Plains, according to a new <a href="http://www.cfra.org/clean-energy" target="parent">report</a> from the Center for Rural Affairs. 

Report author Johnathon Hladik said the electric power transmission network was not designed to take advantage of wind power. High-capacity lines capable of taking the power from the source just aren't there.

INDIANAPOLIS - Next-generation passenger rail transport continues to pick up speed across the nation, and one of the biggest beneficiaries could be the Midwest. Nearly 500 companies in seven states across the region that could profit from rail expansion have been identified in a <a href="http://bit.ly/12ZpCjt" target="parent">report</a> by the Environmental Law and Policy Center. 

According to Deputy Director Kevin Brubaker, in Indiana there are at least 99 such businesses.

<description><![CDATA[IN Lawmakers Take Up Protections for Utility Customers INDIANAPOLIS - A broad group of organizations is supporting bills in both houses of the Indiana Legislature calling for changes to a 30-year contract that commits the state to purchase natural gas from Leucadia Corporation. 

Nachy Kanfer, deputy director, central region, for the Sierra Club, said a committee hearing on the Senate version, SB 510, is coming up Thursday, and the bill has broad support.

<description><![CDATA[Survey: Duke Energy Ratepayers Don't Want to Pick Up the Edwardsport Tab INDIANAPOLIS &#8211; Under a proposed settlement by Duke Energy, consumers would pick up more than a billion dollars in cost overruns for the Edwardsport coal gasification plant. 

Kerwin Olson, executive director of the Citizens Action Coalition, says the settlement before Indiana regulators also fails to address unethical behavior by Duke and state officials throughout the project.

"One of the main problems with the settlement is that it allows the IURC (Indiana Utility Regulatory Commission) to ignore the issues of concealment and fraud and gross mismanagement and also improper communication and undue influence on the part of Duke Energy &#8211; if they approve the settlement as written &#8211; and essentially makes those charges disappear."

<description><![CDATA["Providers of Last Resort" Push for an Exit Strategy INDIANAPOLIS - Telecom companies want to change the Indiana rules for "provider of last resort," a requirement that they provide phone service to customers even when the customer is not profitable. 

John Koppin, president of the <em>Indiana Telecommunications Association</em>, says that, under House Bill 1112, phone companies would have until June of 2013 to tell regulators they no longer want to be the "provider of last resort," as long as there's another company to step in and fill that role.

"After that, a company would be able to go in and essentially tell the commission, 'This particular area is competitive, and I don't wish to expend resources to be the provider of last resort in this location.'"

Paul Chase, associate state director for <em>AARP Indiana</em>, wonders if the remaining service will be reliable enough.

<description><![CDATA[State-Subsidized Fiber-Optic Network Runs into Trouble INDIANAPOLIS - Bills have been introduced in both chambers of the Indiana General Assembly to slam the brakes on nearly all expansion of I-Light, the state-created and subsidized fiber-optic network that links Indiana University, Purdue, and other universities in Indiana. 

Dave Jent, associate vice president of networking at IU, says the university signed an operating agreement with the state and was instructed to link the institutions. <description><![CDATA[Calls for Increased Scrutiny of Duke Energy and IURC
 INDIANAPOLIS - For more than a year, Indiana utility watchdog groups have urged the state Utility Regulatory Commission to investigate the impact of "ex parte" or private conversations about the Duke Energy Edwardsport project which took place between Indiana regulators and Duke.

In an IURC filing last week, Duke argued that unless an outside investigation suggested wrongdoing, a probe is not appropriate or necessary.

Kerwin Olson, executive director of the <em>Citizens Action Coalition</em>, disagrees -  particularly after the indictment of former IURC head David Lott Hardy on charges of felony official misconduct.

<description><![CDATA[Uncertainty Over Federal Funding for Low Income Energy Assistance INDIANAPOLIS - Uncertainty looms over the future of federal funding for the Low Income Home Energy Assistance Program (LIHEAP) - which last year provided 165,000 low-income Hoosiers with about $355 for their winter heating bills.

In the meantime, says Dave Menzer, chair of the <em>Coalition to Keep Indiana Warm,</em> the state wants to serve the same number of people this year as last year.

"They have reduced the average benefit by roughly $100 for this year, so, this year's benefit will average about $255."

Menzer says three utilities - Citizens Gas, NIPSCO and Vectren - are asking the Indiana Utility Regulatory Commission (IURC) to allow them to provide additional assistance to low-income Hoosiers who qualify for federal help.
