Crop Plan in New Farm Bill Designed to Promote Energy-Independence

Several Midwest Congressmembers have introduced legislation they say will reduce dependence on foreign oil and boost rural economies. Sponsor Sen. Amy Klobuchar of Minnesota (DFL) says it encourages farmers to grow grasses and other plants that can produce energy.

“It give rewards to farmers who are willing to start planting switch grass and prairie grass and other forms of biomass. The idea is that we are doing so well with corn, ethanol and soybean-based bio-diesel, that this is the next step.”

Farmers would get assistance for three years if they switch to producing what are called "cellulosic" energy crops, rather than carbohydrate-based crops like corn. Klobuchar calls it the next step in using farm products to produce energy.

She adds that the measure would increase farm profits, improve conservation and help rural economies.

“The idea is to propose a number of project across the country, such as cropsheds, where farmers can grow dedicated energy crops, like switch grass, in concentrated areas centered around cellulosic biofuel plants. So, it's going to be a combination of investments in the technology and, then, incentives for farmers to grow those crops.”

She notes Agriculture Secretary Mike Johanns has asked Congress to provide $150 million in grants that focus on cellulosic ethanol production, and her plan has gained bipartisan support. She hopes it will be part of the new farm bill being written.
