EPA "Dragging Its Heels?"

The Environmental Protection Agency (EPA) is accused of failing to address a significant source of global warming emissions. At issue is the lack of limits on CO2 emissions for refineries in rules proposed for final comment yesterday by the EPA. Earth Justice attorney Tim Ballo says the EPA should be taking action when it comes to refineries, but he says the agency is stalling.

"Historically, they never regulated CO2 emissions, and now that the Supreme Court has told them they have to, they’re still kind of dragging their feet on it, and trying to find a way out of having to doing it."

Ballo says refineries are large emitters of CO2 and he believes the EPA needs to take action.

"Refineries emit roughly three percent to four percent of all the greenhouse gas emission in the United StatesS. So, if we’re going to be serious about tackling climate change, we’re going to need to tackle it at every source of CO2, and refineries are one of the biggest sources."

The EPA issued new rules for refinery emissions last May, but set no limits on carbon dioxide. A recent Supreme Court decision directed the agency to regulate carbon emissions as a pollutant under the Clean Air Act.
