Budget Stimulus on the “Fast Track” – Devil in the Details

St. Paul, MN – This week, Congress gets down to the details of crafting an economic stimulus package to try to boost a sagging economy. The president is calling for quick action, with $150 billion in tax relief for consumers and businesses. Minnesota budget analyst Steve Francisco says, while the economy could use a jump-start, more Americans should feel the jolt.

"What really seems to be missing is targeting the plan specifically to the people who are most likely to spend additional money that you're going to put into their pocket, low- and moderate-income people. There was nothing mentioned about temporarily extending unemployment insurance benefits. Nothing about, perhaps, extending unemployment insurance benefits to part-time workers who've lost their jobs. These are the very people who are most likely to turn right around and spend that money because they need to to live."

Francisco adds any economic stimulus package should also focus on federal relief to states.

"Fourteen states, including Minnesota, are currently projecting combined budget shortfalls of $29 billion by 2009. This is very significant. In the last recession, the federal aid that came into Minnesota was actually used to help continue health care coverage for low-income people, and so that we could avoid draconian budget cuts."

Congressional leaders say any rebate should include people who pay Social Security taxes, not just those who pay income taxes. They also want to include extra money for food stamps and jobless benefits. Congress expects to take action on a tax relief package within a month.
