State Budget 101: Tardy Budget Hurts CA Schools Already Back In Session

Sacramento, CA - A "tardy" California budget, more than two months late, is causing a new set of problems for California schools. Not only are the schools bracing for massive cuts, but the lack of a budget also means the state has stopped providing special education funds, retired teachers have not been replaced, and class sizes are increasing.

Dennis Smith with the California Federation of Teachers says California is also at risk of losing good teachers who are being recruited to other states which don't have such budget problems. Smith says he blames the minority legislative party for holding the budget hostage.

"The impact will be much beyond this year, and I believe the Republicans are actually playing a game of brinksmanship that will affect the lives of individuals and the prosperity of California."

Zwi Reznik, a community college professor in Fresno, says Cal-Grant recipients haven't received their financial aid from the state, and it's really putting them in a financial bind.

"In a longer-term sense, if students can't rely on this kind of support, then they have to face the reality of not being able to go to college."

High school teacher Joshua Pechthalt says a deal to reduce class sizes in the overcrowded Los Angeles Unified School District has been put on hold because of the lack of a state budget.

"In terms of the impact on students, not only is it important to have a quality teacher in the classroom; class size is one of the most important factors, so when we have the huge class sizes that we do in Los Angeles, it means that the students are short-changed. "

Republicans have pledged to oppose any new taxes, which they say would be disastrous for Californians in this slow economy. Smith says that the solution is raising taxes on the top one percent of income earners.

The California budget is now 77 days late, the state's longest budget impasse on record.
