Credit Crunch Stalls OR Affordable Housing Projects

Salem, OR - Oregon Governor Ted Kulongoski has declared October "Affordable Housing Month," as reasonably-priced housing remains out of reach for many in the state. A three-day conference starting today will examine what to do about the problem.

More than 15 percent of Oregonians now pay at least half their monthly income for a place to live, and according to Floyd Smith, public affairs director with the Oregon Department of Housing and Community Services, plans to build new affordable units in the state are on hold because banks are hesitant to lend money.

"The lack of credit has put us in a position where we're unable to sell bonds. We need to be able do that in order to pull together the financing methods to pay for the construction of affordable housing."

Sub-prime mortgages will also be among the topics discussed. Oregon's foreclosure rate is lower than the national average, but with more than 36,000 sub-prime loans taken out in Oregon, Smith says many people are scrambling to hold onto their homes.

"Economists are telling us that there's a pent-up problem with the sub-prime adjustable rate mortgages. They warn that in the few months ahead we will see a surge in sub-prime foreclosures in Oregon."

The conference will also address homelessness, which is a growing problem in Oregon.

More than 500 housing developers, economists, lawmakers, consumer advocates and state agency staffers will attend the event, today through Wednesday, at the Salem Conference Center.
