New Report Lists Top Ten Rural Health Care Issues

Lyons, NE - A "Top Ten" list of rural health issues in the United States could serve as a checklist for measuring future healthcare reform.

The Center for Rural Affairs issued the list as part of its mission to establish strong rural communities. Director of its Rural Research and Analysis Program, Jon Bailey, cites numerous issues facing rural South Dakotans - and access to healthcare is at the top.

Although large numbers of rural South Dakota residents remain uninsured, Bailey says, another serious issue is the underinsured - people with healthcare coverage that doesn't really help them meet medical expenses.

"These are people who are generally self-employed or who own or work for small businesses, which is a lot of the rural economy. They have health insurance, but very high deductible or very low coverage, generally catastrophic coverage only. And so these people have to pay a lot of money out of their pockets for their health care services, prescription drugs, doctor visits."

These individuals often work on a cash basis, Bailey explains, so they often delay or ignore health problems, which leads to higher costs. For rural areas, he adds, healthcare often comes down to one word: access.

"Access to healthcare providers; access to affordable health insurance; access to the things that make people healthier that prevent health conditions and diseases over the long term; access by businesses to affordable insurance, so that they can have their entrepreneurial dreams and expand the economy in rural areas."

Also on the Center's "top ten" list: a lack of healthcare providers in rural areas; a stressed healthcare delivery system; an aging rural population; a population that is sicker and more 'at-risk'; a lack of mental health services; a need for more effective emergency medical services; and a need for and preventive health and wellness resources.

Bailey is hopeful the report can be used by federal policymakers as guidelines for measuring any healthcare reform proposal, to determine its value and effectiveness for rural America.
