ACES: Energy Bill Could Save Floridians 1.8 Billion Dollars

Congress is expected to begin debate this week on a bill some believe could save Floridians nearly $1.8 billion on their power bills by 2025. Supporters say the American Clean Energy and Security Act (ACES) is a comprehensive bill, which would reduce dependence on foreign oil by re-powering America with renewable energy sources such as solar and wind, generate nearly 300,000 clean energy jobs, and restrict greenhouse gas emissions.

Eric Draper, policy director for Audubon, says Florida is one of the largest emitters of greenhouse gases in the country and one of the states most at-risk.

"We need to be the leaders. We’re most vulnerable of all the states to the effects of climate change. We’re going to suffer more than any other state from storms, from rising ocean levels, and from weather conditions."

The legislation also would provide funding to protect Florida's natural resources and help birds and wildlife adapt to a changing climate, adds Draper. A recent Audubon report showed North American birds are moving farther north in order to cool off from rising temperatures, he says.

"Birds are becoming very disoriented by the shifting weather patterns. This whole issue of global warming is really wreaking havoc on migrating birds and other wildlife."

The United States produces 25 percent of the world’s greenhouse gases, says Draper, but has fallen behind Europe, Canada and some Asian countries in reducing its negative impact on the global climate.

"Other countries, even more populous countries, are doing a much-better job at combating climate change. We need to catch up. It’s our time to set a serious goal and to get to work doing that."

ACES has its critics, including some energy companies and advocates for low-income Americans, who argue the legislation's plan to allocate allowances to polluters would increase the cost of everything that uses energy. But, supporters say a new study projects ACES would instead cut costs and reduce greenhouse gas emissions equal to that produced by nearly 400 power plants or 48 million cars.
