Northwest Fisherman Urge Obama to “Listen to Us”

Seattle - The Obama administration brings its salmon "listening tour" to Seattle on Thursday, facing a court deadline to come up with an acceptable federal plan to manage endangered Northwest fish populations.

On Wednesday, top members of the president's environmental team toured the Lower Monumental Dam, one of four dams that many scientists and fisherman believe should be removed in the efforts to help wild salmon.

Steve Fick, a commercial fisherman with the group Salmon For All, says laws like the Northwest Power Planning Act are supposed to guarantee equitable treatment for power companies and salmon. In his view, that's not what's happening.

"Enforcing the law as it's written would be a good start for the president. And the reason they are not doing that, in my opinion, is because there's way too much money generated by producing power."

Electric utilities have long opposed removing the dams. They say it would reduce the overall volume of water flowing to power turbines, thereby restricting power production. Fick says if the four dams remain in place, however, more species of native salmon will die off.

A federal judge will rule shortly on whether the current salmon plan, crafted under the Bush administration, violates the Endangered Species Act. President Obama was given 60 days to review the issue. Administration officials sat down on Tuesday with state government and tribal interests in Portland, Oregon. Charles Hudson, with the Columbia River Inter-Tribal Fish Commission, says the learning curve is steep for Obama's team.

"You can't have an administration official come to town and focus strictly on litigation. You've got to familiarize them with the overarching issues, the treaty issues - the Pacific Salmon treaty, and on and on."

About 50 fishermen from Washington and Oregon took their fishing vessels to Portland to rally in support of this week's fact-finding efforts. While they say they have not been as close to the discussions as they wish, they still credit the Obama administration for taking a fresh, scientific look at the salmon problem.
