COLUMBUS, Ohio - It's farmer against farmer when it comes to a measure on the November ballot in the Buckeye State. Some farm organizations are in favor of Issue 2, which would amend the Ohio Constitution to set standards for livestock and poultry care by establishing a 13-member board.

Other groups are against the measure, including the Ohio Farmers Union. President Roger Wise says a constitutional amendment is not the right approach with regard to handling livestock.

"It's another unchecked layer of bureaucracy with no public input. This board can make rules and administer them at their own leisure, and there's no avenue for input or appeal."

Animal welfare groups have threatened a ballot measure if animal confinement practices in Ohio are not changed. Supporters of Issue 2 say it is a pre-emptive move to prevent that from happening, but Wise says a ballot measure could happen anyway, with or without Issue 2. The best solution, Wise adds, would be for all interested parties to work together to address the situation.

Wise says Issue 2 is designed to favor large factory farms, not family farms. And if it passes, he warns, it will be costly to producers who already are struggling to get by.

"The state of Ohio is not going to fund it. They've already said it will be funded through permits and fees and fines levied on farmers, and we already are operating in very, very thin margins."

Livestock regulation currently is enforced by the Ohio Department of Agriculture.
