SACRAMENTO, Calif. As the U.N. Climate Change Conference in Copenhagen heads into its final days, observers say many global warming issues are likely to be left unresolved by the more-than 190 world leaders assembled. Gov. Arnold Schwarzenegger is urging world leaders to allow climate change solutions to be solved at a sub-national level as well, and is highlighting California's policies on climate change and the state's growing green economy as examples of how it can be done. While an international agreement would be preferable, he says much of the progress against climate change must take place at a local level.

"Why do we put so many hopes and eggs into the big international agreement basket, when, according to the U.N. itself, up to 80 percent of greenhouse gas mitigation will be done at the sub-national level?"

The governor highlighted California's policies on climate change and the state's growing green economy. California is moving forward with the world's first low-carbon fuel standards and limiting greenhouse gas emissions from cars. The state is poised to benefit at a higher level than many other states if the meeting is productive, according to Phyllis Cuttino, director of the U.S. Global Warming Campaign at Pew Environment Group.

"We know that the worldwide nature of our climate and energy challenges means that every single nation has a stake and a role to play in the solution's agenda."

The state is home to several companies that produce clean energy, not only here at home, but around the world.
