Oregon's Eastside Forests Bill Gets First Hearing

WASHINGTON, D.C. - Today, Congress gets its first look at the "Oregon Eastside Forests Restoration, Old Growth Protection and Jobs Act." It is a proposal intended to end years of feuding between loggers and conservation groups over how to manage Eastern Oregon forests, an historic compromise crafted after more than a year of negotiations between the two camps.

Sen. Ron Wyden is the bill's sponsor, and also chairs the Senate Subcommittee on Public Lands and Forests, where Tuesday's testimony will be heard. Andy Kerr, senior counselor for Oregon Wild, says the bill is popular, although there are some groups at either end of the issue who are not in favor of the compromises it contains.

"Both of those extremes feel that this bill is not good enough, or harmful to their interests. You know, any good piece of legislation isn't going to make just everybody happy - but it makes most people happy. This one will."

The legislation shifts forest management to focus on restoration and thinning, and greater protection of watersheds and old-growth trees. Kerr is among those who will testify, representing Oregon Wild and other conservation advocates. He says the changes will also mean more timber to the local mills, which was a key element of the agreement.

"While we have different views on what these forests are important for, the ecological restoration that's necessary according to the best available science, is also coincidental to the needs of the timber industry."

Kerr doesn't have a guess about how long the bill will take to wind its way through Congress. The new management approach would cover 8.3 million acres in six national forests in Oregon, all east of the Cascades, if it becomes law.
