PRC Mandates Efficiency Before New Power Plants

SANTA FE, N.M. - Using less is more in the eyes of the New Mexico Public Regulation Commission (PRC). The PRC has adopted new energy-efficiency rules that encourage electric utilities to look toward becoming as energy efficient as possible before building new sources of power.

Rebecca Sobel, executive director of the New Mexico Coalition for Clean Affordable Energy, calls it a "win-win."

"This means energy savings and savings on customers' utility bills, as well as being good for the climate."

Increased-efficiency investment could mean more than $400 million in customer savings and almost two million metric tons of avoided CO2 emissions over the next 20 years, Sobel says, citing numbers from PNM's most recent long-term plan.

Sobel points out there are many ways to make New Mexico's energy consumption more efficient, from improvements to generation facilities and transmission lines right on down to things people can do in their own homes - often with some assistance from their utilities.

"Weatherization in people's homes, smart plasma-screen TVs, new refrigeration, light bulb efficiency, of course - what this means is utilities will have more money to spend and invest on those programs."

The rules are the latest step in implementing the state's energy efficiency law, signed by Gov. Richardson in 2007.
