MA Teachers Union: Time for New Tests for Teachers

BOSTON - It's time for a dramatic change in the way teachers and school administrators are sized up, according to the state's largest teachers' union, the Massachusetts Teachers Association (MTA). They have released a new statewide plan for evaluations for elementary and secondary school teachers, including some aspects that are required for schools participating in Race to The Top.

MTA president Paul Toner says one of the proposed changes is including student test scores as part of teacher evaluations, but more varied than just the Massachusetts Comprehensive Assessment System (M-CAS) scores.

"That includes such things as their own in-class tests, the school district assessments that are used, end-of-the-year final exams, student projects, senior projects... So there are many things that we already currently do in our schools to assess whether students are learning, and we think all of those things should be part of the picture."

Toner says that only about 17 percent of the state's teachers actually teach an M-CAS tested subject in the areas of English or Math, and a more balanced approach will lead to more accurate snapshots of teachers, as well as of student achievements.

Toner says the new plan would require all educators to have a professional growth plan and school administrators would need to provide support for those plans, along with timelines. He adds that a closer look at what teachers are doing in the classroom is also a large part of the proposal.

"That includes observing what's going on in the classroom and examining artifacts of their practice, such as lesson plans and the techniques they use to teach the students in their class. And then it looks to student learning outcomes as a validator of whether those practices are working."

State officials plan to establish new evaluation guidelines for all districts by the 2013-14 school year.

The union, along with about 40 other organizations in the state, has been working on a new plan since August.
