BOISE, Idaho - The legislative session may be over, but AARP Idaho says the job has just begun in promoting issues important to older residents.

AARP Idaho labeled 2011 a "disappointing year." The 50-plus set had lobbied hard for exploration of new revenue, touting surveys that showed strong support for closing business-tax loopholes or increasing taxes on tobacco, beer, wine and liquor instead of making dramatic budget cuts.

David Irwin, AARP Idaho communications director, says it was frustrating to hear legislators say they had no choice in leveling the budget ax.

"And if they listened to the most powerful voting group in the state, the 50-plus, that just doesn't really hold a heck of a lot of water."

Several proposals to increase the tobacco tax died in committee.

AARP members also are dismayed that state law still allows medical professionals to disregard living wills and advanced directives for end-of-life care if it goes against their personal or religious beliefs, Irwin says. Changing the law so those decisions would be respected was the top issue for the state's seniors, according to AARP polling.

"From our end of things, this is government encroachment on somebody's death bed. Our members are outraged by the action, or lack of action, on this issue."

AARP Idaho is issuing its annual "winners and losers" report on the Legislature later today. Irwin gives this preview: "There's only one winner this year."
