RALEIGH, N.C. - While state lawmakers continue their battles in Raleigh, North Carolina is getting high marks for how the state treats its younger voters. The group Rock the Vote has a new scorecard that tracks how well each state is preparing young people to be good citizens and informed voters. States were judged on how easy, or tough, it is to register and cast a ballot, and how civics education is handled in high school.

North Carolina tied for fifth place with a "grade" of 61 points out of 10. Thomas Bates, vice president of civic engagement with Rock the Vote, says the state could be doing more.

"In North Carolina, they're trying to eliminate same-day registration. A quarter of a million people used it in 2008, but they're trying to get rid of it."

North Carolina now allows teens as young as 16 to pre-register to vote. The state's law also promotes civics education in high school.

A lot of states endorse these strategies, the survey found, but Bates notes that only about half make them a priority.

"We like both of those policies, both the high school civics and the pre-registration, because it's really teaching young people about not only the 'why,' but the 'how.'"

State law requires county boards of elections and boards of education to hold annual voter-registration drives in all high schools.

Some have raised concerns about the possibility of voter fraud with same-day or online voter registration. Bates counters that the current system is outmoded - and young voters are not the only ones inconvenienced.

"There are plenty of reasons why people aren't on the rolls and realize it too late. There needs to be a fail-safe for people who evidence an interest and willingness to vote, but are trapped by this kind of antiquated system."

The full survey results are available at www.rockthevote.com.
