NC Worker Safety Concerns, 20 Years After Hamlet Fire

HAMLET, N.C. - It has been two decades since the fatal fire at a chicken plant in Hamlet, N.C. It killed 25 workers, who were trapped in the factory after a fire began inside a deep fryer.

The incident prompted a major overhaul of state workplace safety regulations and shed light on significant lapses in state OSHA inspections. Twenty years later, workers' advocates say inspections are lagging again, due to budget cuts, and there are more workplace deaths and injuries.

Attorney Woody Gunter, Rockingham, is a member of North Carolina Advocates for Justice.

"It doesn't appear the North Carolina Department of Labor is there to be the friend to the injured employee. It seems to me that they're there protecting the employer."

According to published reports, the number of workplace safety inspectors in the state has not increased since 1993, but the state's workforce has increased by 19 percent. Last year, 48 people died on the job in North Carolina, up from 34 in 2009.

The Hamlet chicken plant was shut down after the fire. Several lawsuits were filed after it was learned that the doors had been locked to prevent employees from stealing chicken nuggets, and that the factory had numerous safety violations that went unchecked by inspectors.

Wayne Goodwin is the State Insurance Commissioner and Fire Marshal. He is a Hamlet native and was a law student at the time of the fire. He says memories of the fatal fire are never far from his mind.

"It's hard to believe that here we are, 20 years out, and it's still a delicate, painful topic to raise in my home town."

Although the number of state OSHA inspectors has not increased with the size of the labor force, the state still has more inspectors than many neighboring states.
