Buffalo Home Energy Crisis Gets Cold Shoulder in NYC

NEW YORK - Buffalo residents fighting what they call a home energy crisis drove across the state Tuesday to talk to a Public Service Commission member they say has been dodging them.

About a dozen demonstrators wanted to discuss their dispute with National Fuel Gas, which levies a surcharge on customers to fund a Conservation Incentive Program to offer rebates for energy-efficient appliances. Shawn Davis says the company isn't spending enough on programs such as weatherizing older housing and too much on advertising them.

"They could put a notice for a weatherization program in your mail when they send you your bill. It would be a lot cheaper than running over 2,000 commercials with our money last year."

A spokesperson for the gas company says it has recommended lowering the spending for what it calls "outreach and education" by 25 percent to save $375,000. A PSC spokesperson says the commissioner, Patricia Acampora, expressed "a hope and desire to perhaps meet" with demonstrators in the future.

The demonstrators chanted, "National Fuel, you're the worst. Time to put the people first."

Karen Merkel of National Fuel Gas says the goal of the company's advertising has changed in recent years, from awareness to "awareness maintenance."

"As the awareness of the program has increased over the last four years, we have consistently recommended lowering the outreach and education funding."

Brenda Miller of PUSH Buffalo says National Fuel Gas and its executives are highly compensated and should consider addressing the Buffalo area's home energy crisis with corporate and individual contributions.

"There is a crisis there in Buffalo, and the only persons who benefit from these crises are the millionaires."

The demonstrators didn't have an appointment with Acampora, says PSC spokesman James Denn, adding that the commission will address their concerns at its regularly scheduled session on Thursday.
