New Report Shows Importance of Medicaid to Rural Wisconsin

LYONS, Neb. - Medicaid plays a number of vital roles in rural America, according to a new report.

Medicaid is crucial to health care in rural areas, says report author Jon Bailey, research director for the Center for Rural Affairs, but the program always seems to be on the chopping block. Bailey says there is a great potential for suffering if Medicaid is cut.

"There's going to be a lot of people in rural areas that suffer from lack of health-care services, so I would hope that as those discussions take place at the federal and state level, we think about who the people are that are really benefitting from this program."

Rural residents have lower access to employer-sponsored health insurance, Bailey says, and have a higher proportion of older persons in their total population.

Studies in 23 states point out the economic impact of Medicaid in keeping health-care facilities up and running, he says.

"Keeping those facilities open, the people that are employed there, and then the multiplier effect throughout the community obviously has a positive impact for Medicaid in rural economics."

In addition to Medicaid's economic benefits to rural America, Bailey says, the program also enhances rural quality of life by providing greater access to health-care services.

A common misconception is that Medicaid is a welfare program, Bailey says, noting that most people on Medicaid are employed.

"It's just not a handout to people who aren't working or who can't work, but it's something that provides a crucial element to allowing them to remain healthy and to survive, and - in the case of people with disabilities and the elderly - to live independently."
