Union Membership Swells in Oregon

SALEM, Ore. - Union membership is growing in Oregon. At nearly 17 percent of the workforce, it's bucking a national trend, according to the Bureau of Labor Statistics.

In the past five years, the number of union workers in the state has increased from 211,000 to 270,000.

The state's largest union, Service Employees International Union (SEIU) Local 503, has 54,000 members, which include nursing-home and child-care workers. Its executive director, Heather Conroy, says the unsteady economy may be part of the reason people want to organize, to negotiate better wages and benefits.

She says it still can be a struggle to do so because employers remain wary.

"We know that a majority of workers, when asked, 'Would they prefer to have a union,' actually say, 'yes, they do.' So, it's not as if you're out there searching for people who want to have a union. It's really the fights that the employers put up to prevent it from happening that often get in the way."

Conroy says private employers in Oregon are still quick to hire anti-union consultants to dissuade workers from voting to join.

Careers such as elder care and child care, where wages are historically low, are seeing the most union activity in Oregon. Local 503's membership has doubled in 10 years.

Salem nursing-home worker Judy Byers says she was hesitant at first about joining, but now helps other workers organize.

"I believe that the employer and employees, or union members, can work together as a team and get the same, if not better, satisfaction out of the workplace than they can working against each other. I've never regretted being a union member."

In her experience, Byers says, the reasons for joining a labor union are only partly economic. She says people often tell her they want workplace rules which ensure they will be treated with respect.

Two other Northwest states are in the top tier for their percentages of union workers. Washington is at 19 percent, and Alaska, with slightly more than 22 percent, has the nation's highest portion of union members. The national average is 11.8 percent.
