Trio of Tax Measures “Sign” of NV Voter Frustration?

LAS VEGAS, Nev. - Nevadans could end up deciding the fate of three different tax proposals at the ballot box. The latest proposal for a "business profits tax initiative" has been announced by the AFL-CIO.

Lynn Warne, president of the Nevada State Education Association, welcomes the attention all three tax initiatives are bringing to the state's need for new sources of revenue. In terms of education, Warne says, Nevada classrooms are operating with less funding than was allocated in 2003.

"We've gone backwards in funding for nearly a decade in the state. The initiative efforts demonstrate the frustration on the part of voters and parents that the legislature hasn't done right by our kids and schools, so they are taking it right to the voters."

Proposals are also being floated to raise taxes on mining and gaming in Nevada, but Warne says only the AFL-CIO initiative specifically targets dollars for education. Backers of the business profits tax have until mid-November to gather enough signatures to send the issue to lawmakers, and if they refuse to act, it goes on the ballot in 2014.

Warne says they are excited that the AFL-CIO is out gathering the more than 70,000 signatures required for the business profits tax, but as of today, her group cannot officially endorse the measure.

"That doesn't mean that our board couldn't vote to support it financially and with other resources at some future date, but as of now, that vote hasn't taken place, because they are following the advice of our attorneys."

Warne says the legal issue is a technical one, related to what language would be best able to withstand a court challenge.

The AFL-CIO estimates its tax measure could generate $1 billion a year for public schools and higher education.
