Marinette Marine’s New Warship: Boon or Boondoggle?

MARINETTE, Wis. - As the Senate Armed Services Committee examines defense spending for 2013 this week, a watchdog group - the Project on Government Oversight (POGO) - is urging the government to cancel a contract with Lockheed Martin to build the Navy's newest warship, the Littoral Combat Ship (LCS). General Dynamics is building one design version of the ship in Alabama, and the Lockheed Martin version is being built at Marinette Marine.

Ben Freeman with POGO says the Lockheed Martin design has been a bad deal for taxpayers.

"Unfortunately, what we currently have is a ship that we're paying about double what we thought we were going to pay, and it's really not doing much of anything that we thought it was going to be able to do."

POGO says the LCS ship has had persistent problems, including cracks, floods and power outages.

Keith Little, a spokesman for Lockheed Martin, calls POGO's information "outdated and inaccurate." He says bugs are to be expected in sea trials of any new ship.

"As the lead ship in a totally new class, the USS Freedom is providing important lessons learned that are being incorporated back into future ships. The Navy and contractors extensively test these ships purposefully to obtain insight only possible through usage."

Little says Marinette Marine delivered the first ship two years ahead of schedule, and it has sailed more than 58,000 nautical miles in trials on the Great Lakes and the Pacific Ocean. POGO says having two designs means more training costs and expenses, and urges the Navy to dump the Wisconsin-built design.

At its peak in 2014, the LCS is expected to support up to 13,000 local jobs involving more than 120 Wisconsin companies. Freeman says few congressmen want to kill a project that represents such an economic boost.

"There's a disconnect among these representatives, in that no matter how many problems are identified on these ships - and we've identified a whole slew of them - that doesn't seem to deter them. All that matters is that this ship is being built in their area, and it's a lot of money for their districts. They just want that money to keep coming in."

The USS Fort Worth, the next LCS built by Marinette Marine, is now in trials on the Great Lakes and is scheduled for a June delivery to the Navy. Construction of three more LCS ships, including the USS Milwaukee, is already under way at Marinette.
