Propuesta 30 vs Propuesta 38: grupos comunitarios piden tregua

SACRAMENTO, Calif. - Los electores de California pronto votarán para elegir entre dos medidas diseñadas para ayudar a proveer de fondos a la educación: la Propuesta 30 y la 38. Una coalición de grupos comunitarios y organizaciones de la fe hace un llamado para que paren las campañas de anuncios con ataques negativos a la Propuesta 30, porque podrían hacer que ninguna de las dos se apruebe. Anthony Thigpenn, Presidente de "California Calls", dice que los anuncios negativos enrarecen la atmósfera y desalientan a los votantes.

"Así que irán a las elecciones sin votar por alguna de las medidas o sólo votarán visceralmente 'no', por todo el negativismo. Definitivamente existe el temor de que al final ninguna medida pueda pasar, por las campañas negativas."

La Propuesta 30 del Gobernador Jerry Brown subiría temporalmente los impuestos de los más ricos y aumentaría en un cuarto de punto porcentual el impuesto a las ventas para recaudar seis billones de dólares anuales. La Propuesta 38, de la abogada multimillonaria de derechos civiles Molly Munger, aumentaría un espectro más amplio de impuestos al ingreso.

La coalición Reclama e Futuro de California (RCF) está contactando a miles de votantes ocasionales y nuevos con bases de datos telefónicos y cara a cara, para convencerles de que voten.

"Todas las encuestas muestran que la Propuesta 30 está muy cercana, y pensamos que esta población pudiera aportar un 2 ó 3 por ciento de margen, que podría ser el margen de la victoria."

Thigpenn afirma que aprobar nuevos ingresos este noviembre es crucial para nuestros hijos, nuestro futuro y nuestras comunidades.

"Significa recortes devastadores a la educación, seguidos de recortes a la red de seguridad: salud y servicios humanitarios, servicios para niños y adultos mayores. Así que devasta a las comunidades que nos importan."

El presupuesto estatal de este año da por hecho que se aprobará la Propuesta 30. Si no es así, podrían dispararse recortes que sumarían seis billones de dólares, la mayoría de los cuales vendrían de escuelas y universidades.
