Extending Health-Care Coverage to More Eligible Adults

PIERRE, S.D. - A bill has been filed in the South Dakota Legislature that would expand Medicaid coverage in the state to more eligible adults. Provisions in the Affordable Care Act allow states to "opt in" to expanded coverage, with much of the cost covered by the federal government.

Erik Nelson with AARP-South Dakota says that, with the state's economy improving, now may be the time to expand the health care coverage.

"The last couple of years have been pretty tenuous with the budget cuts of 2011 and even stretching into 2012," he says. "As the economy has improved and revenue has increased to our state, there is a little more flexibility for funding some programs."

Nelson says there is a significant group of adults in the state who are not covered by Medicare and have no other health-care coverage.

According to Nelson, "11.3 percent of those South Dakotans age 50 to 64 don't have insurance, and with the expansion of Medicaid, it would cover over 4,000 individuals age 50 to 64."

He says while they would like to see the state Legislature move ahead toward Medicaid expansion, it doesn't have to be done this year.

"It's not an all-in or all-out situation," Nelson says. "South Dakota can opt in at any time and also opt out at any time here as the Affordable Care Act gets implemented over the next few years."

Governor Dennis Daugaard is moving cautiously in regard to Medicaid expansion, saying he doesn't think the federal government will honor its financial commitments to the states.
