MN Health Care Exchange Under "Obamacare" Moves Ahead

ST. PAUL, Minn. - The ability for all Minnesotans to access health-care coverage is moving ever closer to reality. Legislation to create a Health Insurance Exchange won approval in both the state House and Senate last week, although the versions differ and now must be reconciled.

The goal is to have the online marketplace up and running this fall and, according to Audrey Britton, public relations chair for Small Business Minnesota, that will have a positive effect on the state's economy and entrepreneurs.

"And this is really about leveling the playing field," she said. "If you have a large group of employees, you either have negotiating power to lower the cost or you can self-insure, which greatly lowers the cost. When you have 20 employees or fewer than 100 employees, you don't have that negotiating power."

In Minnesota, more than 98 percent of all businesses have 100 employees or fewer.

The exchange will also provide a place for individuals to shop for policies, and as Mary Jo George, assistant state director for advocacy with AARP Minnesota, noted, no one can be rejected.

"A key change that's happening with the Affordable Care Act is that people will not be denied health insurance if they have a health-care condition," she stated. "So every health insurer in the state will have to offer insurance products to anyone, whether you're sick or not."

As the bills head to a conference committee at the Capitol, one issue to deal with is whether to limit how many coverage providers will be included in the exchange. Both George and Britton believe there needs to be a standard established on quality and affordability for inclusion. Not doing so, said Britton, could overload the system and make a choice become random rather than informed.

"If an exchange becomes flooded with hundreds of plans, it's impossible for someone to make a truly informed decision," she said. "And I know people like to say 'Well, people are smart. They can figure it out.' Well, you literally end up with choices that are in the tens of thousands, and even the smartest person would have trouble weeding through all of that."

If the process proceeds as it appears it will, Minnesota's health-care exchange is expected to be online as of October 1 and serve more than a million people.

Those opposed to the creation of a Minnesota exchange call it another step in the government takeover of health care.
