Unexpected Sources Back Farm Bill Amendment

DES MOINES, Iowa - Groups such as the National Farmers Union, American Farm Bureau Federation and conservation groups usually don't see eye to eye on conservation issues, but they do agree on an amendment being offered to the farm bill in the U.S. House of Representatives this week.

The Crop Insurance Accountability amendment, HR 2260, ties conservation of soil and wetlands to eligibility for crop insurance subsidies.

Julie Sibbing, director of agriculture and forestry programs for the National Wildlife Federation, said there are benefits for farmland, wildlife habitat and waterways - especially the Mississippi River.

"Not protecting the soils or removing wetlands from the landscape can allow a lot more sediment to get into the river," she said. "This is the sediment we have to remove to try to maintain a nine-foot channel for barge traffic on the Mississippi River."

Besides keeping topsoil in place, she said, conservation programs keep farm chemicals from leaching into waterways.

"We're really worried about it getting worse if you don't have soil conservation practices in place on the land, and if you drain wetlands," she said. "Wetlands are often intercepting agricultural chemicals. "

If the amendment fails, sponsors say they will push it as a separate bill. Farmers who don't comply would still be able to purchase crop coverage, but would be responsible for the entire premium.
