Health Insurance Exchange Brings New Vocabulary

HELENA, Mont. – In a little more than a month, the Montana Health Insurance Exchange will be open to the public – and with it comes a learning curve.

That's why the Center for Rural Affairs has put together a report that outlines what Montanans should expect.

Author Jon Bailey says one term folks will encounter is "modified adjusted gross income."

That's not a line on any tax form, but it's similar to "adjusted gross income."

He adds that the most talked-about feature will likely be prices, and he offers a warning.

"Those are sticker prices,” he says. “A lot of people will not be paying the sticker price, they'll be paying something very much below the sticker price. So, don't freak out when you hear comparisons of costs."

A Kaiser Family Foundation report shows that average tax credits for families will range from around $2,600 a year to $5,500 – depending on income and other variables.

Montana did not opt to run its own health exchange, so the federal government is building the exchange for the state. It opens October 1.

Although the exchange will be public soon, purchasing coverage is not required until January.

"So you have three months to do some research,” Bailey says. “Take your time, find out what works best for yourself and your family, what you can afford."

He says rural folks currently pay about 22 percent more out of their pockets for health care compared with urban residents, and struggle more often with chronic conditions.

He predicts the health insurance offerings will be a boon to Montana.
