SPRINGFIELD, Ill. - The standoff continues in Congress over restoring expired federal long-term unemployment benefits, and it's a matter many in Illinois are hoping President Obama addresses tonight in his State of the Union message. Illinois Congressman Mike Quigley, Democrat of the Chicago area 5th District, admits that renewing the benefit is a difficult task, but said it's a critical matter for states like Illinois, where economic recovery has been slow.

"We have about 82,000 people who receive these benefits and it is a critical lifeline for them," he said. "We aren't all the way out of this recession; it's been a very slow and painful recovery, so we have to be careful, and mindful of those who are still suffering."

An estimated 1.3 million Americans were affected when emergency unemployment insurance expired in December, affecting those who have been jobless for longer than 26 weeks. During his address tonight, the President is expected to announce a new economic strategy, including a plan to help the long-term unemployed.

While the unemployment rate in Illinois fell in December for the fourth straight month, the 8.6 percent rate is still among the highest, compared to the national rate of 6.7 percent. And Rep. Quigley noted the national figure is the highest its been since World War II.

"This is unprecedented. We haven't had a downturn like what we just experienced since the Great Depression," he said. "I suppose it's easier to forget those when you see the stock market at record numbers, but we have to remember there are many who aren't enjoying those benefits."

A recent forecast for 2014 job creation released by the Pew Charitable Trusts projected Illinois will rank 50th in the nation, with just short of 57,000 new jobs added this year.
