OAKLAND, Calif. – La campaña por la “Proposition 55” (Propuesta 55), que prolonga el aumento de un impuesto estatal de ingresos a la gente rica en California para fondear la educación, está acalorándose con muchas protestas y eventos en los campus, incluyendo uno celebrado el martes en Laney College, en Oakland.

La Propuesta 55 mantendría sin cambio el incremento temporal del impuesto estatal para los hogares adinerados de California; fue aprobada dentro de la Propuesta 30 y programada para expirar en 2018.

Este gravamen genera un ingreso estimado en siete billones de dólares anuales a la educación pública.

Ed Jaramillo, presidente sindical en el distrito del Peralta Community College en el área de la bahía, dice que hace ocho años –antes de la Propuesta 30– las escuelas desde kindergarten hasta community college han tenido recortes devastadores.
 
“Esto ayuda a fondear programas para los estudiantes. También reduce mucho la presión a los distritos. Antes de la Propuesta 30 había despidos y recortes de clases.”

Los detractores afirman que se suponía que la elevación del impuesto al ingreso en la Propuesta 30 fuera temporal, y creen que la economía creciente debiera significar que ya no es necesario ese aumento, que no se renovaría el impuesto de un cuarto de centavo a las ventas que también era parte de la Propuesta 30.

Meredith Brown, fideicomisaria de “Laney College”, señala que las escuelas de California apenas ahora están volviendo a estar como estaban antes de la recesión. Piensa que sería una tontería arriesgar el avance que se ha logrado.
 
“Vamos tratando de cubrir las necesidades en una sociedad y una industria crecientes. Y podríamos mitigar el impacto de una futura recesión, ya que vamos creciendo y mejorando los programas que ofrecemos a nuestros estudiantes.”

Brown estima que el solo Distrito del “Peralta Community College”, que incluye cuatro planteles en el “East Bay”, perdería tres millones de dólares por año si no se aprueba la Propuesta 55.
