Report: Investment in Education Needed for ID Population Boom

BOISE, Idaho – Idaho needs to focus more resources on education, according to a new report on child well-being.

The Annie E. Casey Foundation's 2019 KIDS COUNT Data Book ranks the Gem State 18th overall in its measure of how children are doing in four categories: economic well-being, education, health, and family and community.

The report also finds the state's child population has boomed since 1990, increasing by 42%.

While Idaho is in the top half of states in three of the four categories, it ranks 39th in education.

Christine Tiddens, community outreach director for Idaho Voices for Children, says the biggest push is for early learning.

Idaho is one of five states that doesn't invest in early childhood education.

"We are coming out really strong in saying Idaho can't wait any longer to invest in our future, especially with the rapid growth in child population,” she states. “Now is the time. We don't want to miss out on any more opportunities to invest in proven measures that can help the future of our state."

The state ranks 48th in three and four-year-olds enrolled in preschool. Tiddens says a coalition of groups, called Preschool the Idaho Way, is pushing for high quality and affordable options.

But she says the coalition won't be able to meet the needs of all Idaho children without public investments.

Leslie Boissiere, vice president of external affairs with the Casey Foundation, says public policy is critical to child well-being.

She points to the sharp drop in the teen birth rate and that more children have access to health care since 2010 as examples.

"This is all the result of public policy, and it's critically important that we continue to look at policies that are going to have a positive effect on child well-being," she states.

Boissiere also highlights the importance of an accurate census count in 2020.

Fifty-five major federal programs, including Head Start and the Children's Health Insurance Program, allocate more than $880 billion each year nationwide based on census data.
