MN Legislature Approves Insulin Affordability Plan

ST. PAUL, Minn. -- In a plan that took several months to finalize, the Minnesota Legislature has sent the governor a bill aimed at helping people who are diabetic deal with the skyrocketing cost of insulin.

The proposal was agreed to last week and cleared both the House and Senate on Tuesday. The two chambers approved competing plans last year, but things fell apart over disagreements on how it should be paid for.

Jason Broberg, a Minnesota Association of Professional Employees council member, said the final agreement isn't perfect, but will help many people who can't afford the life-saving drug.

"This is going to be a more across-the-board solution that all diabetics can apply for and receive the needed relief," he said.

A key aspect of the plan calls for emergency 30-day supplies for those who don't have insurance coverage with an affordable co-pay, capping the cost at $35. The plan provides ongoing supplies for families with incomes less than 400% of the federal poverty level. The bill stipulates that drug makers provide the emergency supplies at no cost, or pay fines if they don't participate.

Broberg said he would have liked to have seen the plan include similar relief for undocumented immigrants. Still, he said, it especially will help as more families lose insurance coverage in the economic crisis brought on by the pandemic.

"The economic crisis is now going to exacerbate the health crisis," he said, "and it's some kind of a downward spiral."

The final bill did not include an initial 90-day window for emergency insulin supplies, something advocates had pushed for. But they say they're happy with the provisions that offer more access if a person's needs stretch beyond 30 days. The governor is expected to sign the bill and it will go into effect in July.
