Unified Front for BIPOC Areas Emerges in MN Redistricting

ST. PAUL, Minn. -- Minnesota's effort to redraw political boundaries continues to lurch forward. While the process plays out, BIPOC voices say collectively telling stories about the needs of their communities could help with map fairness.

Recently, Democrats and Republicans in the Minnesota House have debated competing ideas for new voting districts, but a special court panel is also in the loop in the likely event lawmakers cannot overcome partisan fights.

Kathay Feng, national redistricting director for Common Cause, said they hope judges pay close attention to unified voices from marginalized areas. For example, in northern Minnesota, suggested legislative lines are offered to bring together a handful of Native American reservations.

"That allows for the Ojibwe voters to really have an impact in terms of determining the outcome of who gets elected to this district," Feng explained.

In the Twin Cities, a coalition of BIPOC leaders, including those who advocate for West Africans, are pressing for a Congressional district in the suburbs to keep their neighborhoods together. Because of Minnesota's divided government, the courts often have had the final say in past redistricting efforts.

Shawn Sorrell, a Twin Cities-based community organizer, said he hopes those in charge of drawing the final maps find the right balance in evaluating population trends, while also factoring in the cultural needs of certain communities.

"What is it that we're trying to do in Minnesota?" Sorrell questioned. "If we're looking at how diverse our communities are and how diverse our state is becoming, let's make sure this redistricting recognizes that and honors that."

Minnesota has until Feb. 15 to enact maps approved by lawmakers and the governor. If they fail to reach the deadline, the special court panel's maps would then take precedent. The work has to be done before political candidates began filing their paperwork later in the spring.
