Report: Climate resilience hubs could bolster CT plans

A new report from Yale University looked at the effectiveness of green resilience hubs in Connecticut communities.

The hubs are made up of renewable energy and storage installed in a place bringing a community together. If a natural disaster strikes, the hub could provide necessary power if the main electrical grid is strained or out of service.

Max Wasser, a recent master's graduate of Yale University and the report's co-author, said during a harsh winter storm, resilience hubs could keep people warm.

"If there's a blackout in the winter, like let's say, there's a cold snap and the power supply can't keep up with demand, there are blackouts, this system could power heating services in some of these community centers," Wasser explained. "People might be sharing space and sleeping in one room, but they'll be warm and they'll be out of the cold."

He added it could also be beneficial in Connecticut summers, which are getting hotter. A primary challenge to getting the hubs going is financing. Wasser noted green banks would be the best way to get resilience hubs funded, although it also depends on which communities want them built.

With so-called hundred-year storms coming nearly every year, cities across the state are preparing their own plans for dealing with climate change. The resilience hubs are designed to work hand in hand with climate resilience policies.

Sarah Gledhill, another master's graduate of Yale co-author of the report, said additional information is needed to understand the efficacy of hubs.

"We need more data about what energy use actually looks like in a natural disaster," Gledhill contended. "Because theoretically, if the whole community comes into a central gathering space to have access to cooling and power and things like that; what does that load actually look like?"

A 2021 report from Yale School of Public Health noted a top priority for low-income communities facing climate change effects include energy security.

It affects numerous other priority areas such as food security and health, since people need refrigerators to keep food and medications at the proper temperature.
