Habitante de Iowa con discapacidad obtiene apoyo federal

La Oficina de Derechos Civiles de Estados Unidos ha emitido una resolución que garantiza que un hombre discapacitado de Iowa pueda vivir en su casa y reciba atención médica las 24 horas del día.
Los defensores de las personas con discapacidades esperan que la medida siente un precedente para otras personas en Iowa y en todo el país.

Cuando tenía unos 5 años, Garret Frey, residente de Cedar Rapids, sufrió la misma lesión en la médula espinal que la estrella de "Superman", Christopher Reeve, en un accidente ecuestre.

Reeve vivió aproximadamente una década después de su accidente.

Frey está a punto de cumplir 40 años y demandó al estado, alegando que violó sus derechos al no proporcionarle el apoyo y los servicios domiciliarios las 24 horas que necesita para vivir en su casa, donde, según él, quieren estar las personas con discapacidades.

"Realmente es donde la mayoría de nosotros somos felices y saludables," dice Frey. "Es más rentable."

El Departamento de Salud y Servicios Humanos de EE.UU. acordó aumentar la tasa de reembolso de los cuidadores a domicilio, permitir los servicios de relevo, ampliar la base de proveedores de atención médica y ayudar a garantizar los cuidados de enfermería a domicilio durante la noche para Frey.

HHS supervisará los progresos de Iowa durante un año. Frey quiere que esta sentencia siente un precedente para otras personas con discapacidades en Iowa y en todo el país.

"Es un pequeño paso en la dirección correcta porque hay muchas otras preocupaciones y problemas relacionados con las discapacidades que están en curso," asegura Frey.

La sentencia exige que el Departamento de Salud y Servicios Humanos de Iowa colabore con los funcionarios federales para garantizar que se atiendan las necesidades de Frey durante este año, e informe mensualmente de sus progresos.
