National program to increase short-term workforce credentials in TX

Texas is one of 12 states in a new national program to increase the number of Americans who have a college degree or short-term workforce credential.

The Texas Association of Community Colleges is working with Lumina Foundation on its FutureReady States initiative.

Ray Martinez, president and CEO of the association, said the program works well with House Bill 8, passed by the Texas Legislature, which funds workforce training programs at junior colleges.

"Focusing on ways to include short-term credentials and workforce programs in this sort of outcomes-based funding model," Martinez explained. "It recognizes the critical role that, obviously, these short-term credentials play in economic mobility."

The measure also allows high school students to receive dual credit toward higher-ed credentials. Martinez pointed out Texas was chosen to participate in the initiative because of the work already being done.

There are 50 community colleges across Texas. Martinez noted while most students who enroll in the schools plan to attend a four-year university, the initiative will increase offerings for those who want to learn a trade.

"We want to ensure that these short-term credentialing programs -- maybe it's to be a HVAC technician, maybe it's more in the health care arena -- what we want to ensure is that these programs lead to economic mobility for the credential holder," Martinez emphasized.

He added data on employment outcomes and wage outcomes will be tracked during the program.

Lumina's goal is for 75% of adults in the U.S. to have a degree or short-term credential by 2040.

Kermit Kaleba, strategy director of employment-aligned credential programs for Lumina, said they hope to increase economic prosperity for more people.

"The data that we rely on for our 75% goal shows that only about six of every 10 people with a college certificate or industry certification as their highest form of education meet our definition of economic prosperity," Kaleba stressed. "They have a post-high school credential and earn 15% above what they could with a high school diploma alone. We've got to do better."
