IL hopes to build upon success in new FutureReady States workforce initiative

A new workforce initiative in Illinois is hoping to provide working adults with better access to short-term work credentials to help them get better paying jobs.

FutureReady States, led by Lumina Foundation, is investing more than $2 million in 12 states to help identify quality credentials and establish state polices to support students in obtaining them.

Christina Warden, vice president of policy and programs for the advocacy group Women Employed, which will offer boots on the ground support, said their efforts will build on programs in Illinois already working to help adults provide for themselves and their families.

"They need these additional supports for the learners that are in those programs so that they can complete certificates and move into employment," Warden emphasized. "Not just entry level jobs, but jobs that have living wages and that will put them on a career pathway going forward."

Graduates of local programs like the Workforce Empowerment Initiative are making 30% above the living wage. Warden added they are looking to continue that success.

In Illinois, labor force participation dropped to an all-time low during the pandemic and has stayed below 65%. Warden noted with dwindling federal relief funds, there is high demand for local programs to address the shortage of skilled workers. She explained pandemic funds taught Illinois an important lesson.

"How effective even small amounts of money can make the difference between dropping out and earning a credential that's a pathway to a better job with family sustaining pay and benefits," Warden observed. "We need to find a way to recreate those supports."

Melissa Johnson, chief of policy and state strategies for the National Skills Coalition, said credentials are crucial for good-paying jobs but are often overshadowed by the focus on four-year degrees. She stressed the importance of intentional collaboration to be successful and pointed to Illinois as a leader.

"There's a certain magic that happens when the right people are in the room and focused on a particular goal," Johnson underscored. "I think that this particular project in Illinois is indicative of that."

Illinois and the other participating states will work toward having a recommended action plan by the end of 2026.
