Federal Funding Drought-Oregon's Rural Communities Parched

Congress will soon end some long-time federal payments to Oregon counties, and the state's rural communities already are feeling the pinch. Facing road maintenance shortfalls and school and library closings, a group of Oregonians visits Washington D.C. today to ask lawmakers for help.

Terry Drever-Gee of the Baker County Assessor's Office says the Federal Forest County Payments plan isn't a giveaway, but an agreement made years ago in exchange for land that was taken off the local tax rolls when it was designated as federal property. For Baker County, a $265 million annual payment was supposed to be guaranteed.

"It's not a subsidy we're asking for. It's in lieu of taxes. It's a land base that the counties cannot get revenue off of."

Drever-Gee adds, in Baker County, more than half of the land is federal property from which the county can't gain tax revenue.

"This is an issue that transcends any political boundaries, that zeros in on the community as a whole. It's something that we all should be concerned about."
