Proyecto de ley de ID pondría restricciones al proceso de iniciativa electoral

Los legisladores de Idaho pretenden cambiar una vez más el proceso de iniciativa electoral en el estado. A poco más de una semana del final de la sesión, el Senado está estudiando el proyecto de ley 652 de la Cámara de Representantes. Este proyecto de ley modificaría en varios aspectos los requisitos que deben cumplir las iniciativas ciudadanas.
Eso incluye exigir la verificación mensual de firmas de los secretarios locales del condado y un período de revisión de dos meses en el que las personas que firmaron la boleta electoral podrían eliminar sus firmas.

Sam Sandmire organizador voluntario de Babe Vote, señala que también traslada la fecha límite para recolectar firmas del 30 de abril al 31 de marzo.

"En Idaho, donde a veces tenemos meses de invierno hasta finales de la primavera, seria extremadamente gravoso," dice Sandmire, "porque el mal tiempo durante el invierno puede hacer que llamar a las puertas para recoger firmas sea difícil, especialmente para los voluntarios de edad avanzada."

Los legisladores que apoyan el proyecto de ley afirman que agregaría transparencia al proceso.

Sandmire dice que la Constitución de Idaho garantiza el derecho a presentar iniciativas a los votantes.

"Hay una parte de la Constitución que prevé la acción de la democracia directa y es la iniciativa del voto ciudadano, agrega Sandmire. "Establece que los ciudadanos pueden proponer y aprobar leyes."

Sandmire afirma que han habido otros intentos por parte de los legisladores para restringir el proceso de iniciativa electoral, pero la Corte Suprema de Idaho anuló al menos una de estas leyes.

Dice que la mayoría de la gente también ha testificado en contra del actual proyecto de ley.

"Es extremadamente frustrante que estos proyectos de ley se presenten, se aprueben y se conviertan en ley cuando los ciudadanos se oponen de forma abrumadora," afirma Sandmire.
