DES MOINES, Iowa - and the expectation is that the state budget shortfall for fiscal 2011 will be one billion dollars. The Governor's across-the-board ten percent cut in state spending should be only one part of the solution according to Victor Elias with the Iowa Fiscal Partnership.

How to deal with the state's huge budget shortfall? Tax revenues coming into the state treasury were down over $400 million this year and the deficit is expected to grow to as high as $1 billion next year. The governor and members of the legislature have been discussing budget cuts, but Victor Elias with the Iowa Fiscal Partnership points to the other side of the equation. He says the state needs to do what Iowa families do in a financial crisis.

"When a family sees a loss of income, when a family member gets laid off or they have a salary cut, they do look at reducing expenditures - but they also look at improving their income. We need to look at both sides of budget - income and expenditure."

Elias says part of the reason for the decline in revenue is the recession, but he also blames poor tax policy over the last two decades.

"Big tax cuts in the '90s were not sustainable, as we are seeing the evidence of today. And in the last three years we've seen a drastic increase in the cost of state tax credits given to businesses."

Elias urges state lawmakers to pay attention to those tax cuts and credits, and review the entire state income tax system, because a revenue increase of a few million here and a few million there eventually will add up to closing the budget gap. Meanwhile, he warns, the governor's across-the-board 10 percent cut in state spending threatens the jobs of state workers and reduces needed services to Iowa's children and families.
